  • Job Title: MEAL Officer

    Reports to: Project Manager  

    Project: Healthy Kitchen for School Meals.

    Contract type: 2 months Renewable subject to performance.

      Location:  Sana’a

    About Yemeni Food Bank:

    Yemeni Food Bank (YFB) a humanitarian, non-profit, developmental, neutral, civil society organization with an independent entity, established in 2017 under the Ministry of Social Affairs and Labor permit No (20 -2017). Working to combat hunger by creating factors and requirements to achieve sustainable food security and to organize humanitarian work to raise its efficiency and effectiveness through a system of programs, projects, and activities based on studies and research by the strategy (help, rehabilitation, empowerment) to eliminate hunger as one of the most important goals of the millennium for sustainable development, and achieving sustainable food security.

    Job Purpose:

    Undertakes the tasks of preparing and implementing the plans and programs  for monitoring and evaluation of all the project’s various technical, administrative, financial and other aspects of the project and evaluating the overall performance level of the project to verify the level of objectives achievement, implementation of project’s general plan, optimum exploitation of its resources, identifying deviations and their causes, preparing the periodic reports with recommendations and proposed solutions to the project management objectively and completely independent in accordance to the accepted internal auditing criteria using scientific manners and methods and documenting work results.

    Duties and Responsibilities:

    1-         Prepares various monitor plans and programs to include all aspects of project activities, work and ensure of implementation time.

    2-         Evaluate the general performance level of the project within the framework of the plans, objectives set and specific dates and submitting periodic reports.

    3-         Reviews the level of commitment to the estimated operational budgets periodically, identify deviations and their causes in coordination with the relevant units in the project and report on that.

    4-         Verifies the validity and integrity of the evidence and recordings of the financial transactions for the project and the correctness of the expenditures and entitlements spent according to the estimated budgets and the approved policies and verifies the proof and deduction of the legal deductions and the various guarantees and report on that.

    5-         Verifies and assesses the level of commitment of all administrative units and all concerned with the project to the job tasks specified in the job description card.

    6-         Assesses the general level of commitment to the terms and provisions of donor contracts, regulations, approved policies and various instructions issued by the project management and the level of commitment to the provisions of the applicable government legislation.

    7-         Verifies the level of commitment to provide the supporting legal documents those prove the work of all administrative units of the project, securing, documenting, ensuring adequacy and reporting on that.

    8-         Verifies and evaluates internal control systems on production inputs and outputs, comparison procedures between standard measures, actual results of operating quantities and costs, determining of deviations and their causes, and reporting on that identifying the necessary correction.

    9-         Works to verify all the data mentioned in the completion reports of the various administrative units in the project and its suitability to the conditions and forms required by the donors and assesses the validity and safety of the measures taken by the concerned parties in the project to approach the problems and obstacles facing the progress of the work.

    10-     Carries out all the auditing and monitoring works for the tasks assigned to him by the project manager.

    11-     Reviews the level of commitment to confidentiality of data and information related to the project and maintains the confidentiality of all the data that he views by virtue of the nature of his work.

    12-     Pay acceptable professional care and works to implement the audit and control procedures with all objective, integrity and maintains his independence and integrity in accordance to the accepted professional standards in this field and the rules and ethics of professional behavior.

    13-     Works to study and evaluate the monitoring systems and internal control for all project activities and prepares the reports and necessary recommendations to correct imbalances and to raise the efficiency and effectiveness of these systems.

    14-     Reviews the level of commitment of all administrative units and concerned in the project to the approved regulations and policies.

    15-     Verifies the adequacy and effectiveness of the security and protection systems of the various automated financial and administrative accounting databases.

    16-     Verifies the procedures for protecting the project's assets, properties and good use of them.

    17-     Evaluating the level of risks to which the project is exposed and the adequacy of the preventive measures and plans prepared by the specialists to ensure the success of the project and the fulfillment of YFB obligations towards donors and others.

    18-     Performs any other tasks related to the specialization and objectives.

    Required Competencies:

    Has all the administrative Competencies that enable him to implement the monitoring and evaluation procedures for all the different project activities and programs according to the approved control plans.

    Responsibilities:

    Fully responsible to effort an acceptable professional care to the financial, administrative and technical supervision and evaluation for all project activities in accordance to the accepted standards, rules and ethics of professional conduct.

    Qualification Requirements:

    Bachelor / Master in Business Administration –Other related majors .

    Experience:

    Minimum 3 years experience in similar position at a similar project.
